Instictually, I'm with you. On the other hand, I am not entirely opposed to the idea of positive reinforcement, at least to some extent. Then again, being American, I really don't have any say in the matter anyway.
It does sound bonkers but it might work in some cases and it'll probably cost less than punishing them or letting them get back into the habit.
My cousin had an addiction problem for many years and her life was shit; the drugs were an escape. Making life when straight worse is not going to lure people away from drugs, making it better just might.
